We have argued, as have others, that the NAC method is less useful for measuring the cost of the universal service obligation, to the extent that the point of the measurement is to help decide the size of the reserved sector. We have argued that the entry pricing approach, developed by RS&S (1999) provides a potentially better measure, and we have presented 19 United States Comptroller General (1975).

The ongoing liberalization process has questioned the need for monopoly protection, at least at its earlier extent. The very idea of universal service, on the other hand, remains relatively unchallenged. Both tendencies are clearly illustrated by the recent European Directive. In the postal sector, like in other network industries, the issue of compatibility between competition and universal service raises new questions which call for a thorough study of the underlying issues of regulatory policies.
