The call for unification has a long history, with many advocates over many years. One recent example is the Health Select Committee, which essentially was a prediction of the failure of collaboration (DoH, 1998b, para 68): “We consider that the problems of collaboration between health and social services will not be properly resolved until there is an integrated health and social care system, whether this is within the NHS, within local government or within some new, separate organisation”.
