But instead of a retreat of US dominance around the globe, this shift was intended to update overseas military deployments to meet the new requirements of US’s global strategy. In 2011, General Joseph Dunford, assistant commandant of the US Marine Corps, justified a continuous US presence abroad recalling that, “being forward deployed and forward engaged allows us to shape the environment as opposed to reacting to the environment” (Dunford, 2011). Whereas in the past, overseas basing concentrated on large bases, called Main Operating Bases (MOB), the bases built and operated by the US military overseas in the last few years have included both large and small bases.

Covert operations and unsupervised deployments from informal bases encircle the planet in secrecy, while citizens, both in the United States and in host countries, are ignorant of them (Vine, 2012a). This shift toward informal bases, however, has not eliminated US interest in formal ones. In the last decade, the United States negotiated successfully for the renewal of the FOL in El Salvador and sought to pressurize Ecuador into renewing an existing one. After failing to 26 US Military Bases, Quasi-bases, and Domestic Politics maintain its presence in Ecuador, the United States pursued the possibility of new formal bases in Peru and Panama, and of several CSLs in Colombia.
