As a dialectical response from below, there was the emergence of transnational networks contesting and operating at multi-layered spaces (Radcliffe 2001: 24) and the creation of plurinational states – Bolivia and Ecuador. Hence, the research methods to better assess the impact of the shift in World Orders at the national scale are interpretive of constitutional changes and legal codes, policy and discourse analysis, case studies, comparative studies and mixed methods. Meanwhile, the sources to search for and analyze include government documents, state reform documents, data for changes in political representation, old and new constitutions and legal reforms.

Such transactions are “offshore” – that is, they take place in legal spaces that decouple the real location of the economic transactions from the legal location, and hence remove the tax liability of the transaction from the place where it actually occurred. (Palan 2010: 4) The Caribbean tax havens originated in the late 1950s following the creation of the London-based Euromarket and provided the “basis for the emergence of transnationalism” (Christensen 2011: 177). Moreover, they became the engine of the neo-liberal agenda, of tax evasion, capital flight and the globalization of corruption.
