Appeals resulted in our being allowed to finish a curtailed project in Uganda, but the overall project involving other countries was canceled.

The first step involves acknowledging that sex is a social relation, not (simply) a behavior. This is deceptively simple and seems obvious once stated, but for the most part sex acts have been understood as acts of individuals that take place in the context of other kinds of social 32 Unimagined Community relations characterized as economic, sociological, political, or ethnic/ racial. But to take sex as a social relation entails seeing sex as autonomously creative of other social relations and cultural categories.
